Implementation of the State Health Development Program “Densaulyk” for 2016-2019

For mass media representatives, the rector of the JSC “Astana Medical University” Mazhit Shaidarov presented the information on several directions of the implementation of the State Program “Densaulyk” at the University in 2016:

Ensuring the development of an effective and sustainable system of protecting the health of citizens is the goal of the state program for the development of healthcare of the Republic of Kazakhstan “Densaulyk” for 2016-2020. One of the main directions of the program is the modernization of medical education.

Trends in the development of medical education include improving the policy of selecting and admission of citizens to medical education organizations, updating state standards at all levels of medical and pharmaceutical education.

Modernization of medical and pharmaceutical education programs will be based on professional standards developed with the direct participation of the organization of practical public health, the association of doctors and scientific organizations. The general educational standards of medical specialties at all levels of education are brought into line with international educational practice.

Improvement of career guidance work and qualitative composition of applicants provides for the introduction of new approaches to the selection and reception of citizens in medical education organizations. Multiple mini-interviews with entrants allow selection not only for academic abilities, but also for the level of communicative and interpersonal skills.

In the 2016-2017 academic year at Astana Medical University, a mini-interview was conducted among the applicants who applied for a paid form of training in the specialty “General Medicine”, which enabled them to select the most professionally oriented candidates.

In order to assess the level of theoretical knowledge and practical skills of graduates, an independent assessment of competencies based on professional standards and international best practices will be introduced.

To date, the Republican Center for Health Development has already conducted an independent assessment of the knowledge of graduates of internships and residences of medical universities in Kazakhstan. Most recently, on May 26, 2017, 98% of interns of our university successfully passed independent certification.

An essential condition for the further development of medical education will be its full informatization with the creation of online services, libraries, classrooms, personal electronic accounts of students and teaching staff.

As part of the development of IT technologies, a high-speed Internet channel, video surveillance, server virtualization, upgrading the equipment of multimedia classrooms, and clinical bases are integrated into the corporate network of the university.

Also, an automated information system “Sirius” was developed and implemented.

​​Introduction of electronic and distance learning technologies can be considered as one of the innovative directions of the educational process.

Modernization of medical education makes significant adjustments to the system of training of medical students.

In order to increase the potential of the faculty, the Competence Model for teachers of medical and pharmaceutical institutions of higher education and an advanced training program based on the experience of the Higher School of Education of Nazarbayev University have been developed and implemented.

It should be noted that the modernization of medical education will be built on the triune of education, science and clinical practice.

​Within the framework of this program all medical universities launched work on strategic partnership of medical universities in Kazakhstan with leading foreign educational institutions.

The strategic partner of Astana Medical University is the La Sapienza Rome University, one of the largest and best universities in Europe and the world.

The main priorities of work with our strategic partner are: development of corporate governance; improvement of educational programs of such popular specialties as, neurology, anesthesiology, public health, management of scientific research, development of own university clinic.

In order to successfully cooperate with strategic partners, be recognized by medical universities in the international educational space, a huge role is given to national and international accreditation.

For today, our university has passed procedures of international, national institutional and specialized accreditations of educational programs of all levels of education.

In general, the implementation of the set strategic plans and directions for the modernization of medical education will make it possible to produce highly sought-after specialists and achieve target indicators such as an increase in life expectancy, a 3-fold decrease in maternal mortality, a 2-fold decrease in infant mortality rate and the decrease in overall mortality rate for 30% in the Republic of Kazakhstan.
